Every restaurant in Italy charges a 'coperto', literally a charge for using the table.
Meh, no tips needed, and the quality of waitstaff shows it.
Since there isn't, there are always restaurants like RngRd.
I have an opinion on what that might be.
First they try to stuff Halal beef shipped in from America down Canadians' throats, now they come out with this suspicious "Jizya" sounding taxation scheme.
Some say racist. I say I'm observing the obvious for ideological critique.

Something is wrong with Earl's Restaurant management team. Especially in New Palestine pardon me Calgary.

People don't want to be held hostage by a restaurant that has bad service, bad food and bad management. They want the ability to give rewards where it's warranted and punish where it's not.
So Earls may want to take notes from this gentlemans experiment before going whole hog and applying the tip in the price of their food.

A British Columbia restaurant says it will not be accepting tips from customers when it opens next month � a move that the owner believes may mark a Canadian first.
In fact, those who dine at the Smoke �N Water restaurant in Parksville, B.C., won�t even be given a tip line on their debit or credit receipts. If cash tips are received, they will be donated to charity.
�The bottom line is that the tipping policy is a broken business model,� said owner David Jones.

Less than three months into life as one of Canada's first no-tipping restaurants, the Smoke 'n Water restaurant in Parksville has returned to the mainstream � tipping is back on the menu.
"When we listen to our locals, the majority want to have a say in whether or not they tip on good service or poor service, on good food or bad food," he said. "They want to have a say. . . . They feel like we have taken their freedom away.
"So at what point do you say we're going to keep forcing this down your throat? Or do we say we are going to listen to you and respond in a way that's positive to what the customer base chooses and wants."
As a result, the restaurant switched Thursday to the traditional model and dropped menu prices, as well as staff wages.

They tried this in a restaurant in Parksville last year. Needless to say they lasted 3 months and had to revert the whole system back to the tipping practice.
