David Hastings is a rare American. This long-time hybrid car owner from Oregon wants to pay higher taxes for roads and bridges. The current 30 cents per gallon state gas barely affects him.

    They say this is coming everywhere. If the collection costs are so high, doesn't seem worth it until they can bring them down. If gas tax income is going down, just raise the tax. That's how it's supposed to work, by decreasing consumption.
