    When it's used as curtains, as many low income douchebags in the crappy parts of Edmonton use them.

    Or the flag salesmen in their 70s boogie vans who park in abandoned lots and sell them beside flags of all sorts, including the Skull & Crossbones, ones with half-naked women riding unicorns/tigers, and Confederate flags.

    Admittedly, these seniors aren't using them in either fashion, but I do understand the manager's rationale.

    I don't agree with it, but I do understand it.
