I remember when I was a kid, 5 or 6, maybe 7 years old, we didn't even use 7 digits. For local calls we just used five. The prefix here is 699, but we got away with dialing 9-1234, or whatever the phone number was.
When I was a kid on the farm, we still had the old crank phones. 'Town' had dial phones where you only had to dial four (or five?) digits. Mum and I went to the 'city' once and tried to call my cousin. After a number of tries, we asked for help from a passerby and were told we had to dial all seven digits!
