The internal briefing document, titled Birth by Non-B.C. Residents, was created in response to a Vancouver Sun story last year about the three-fold increase since 2009 of non-resident births.
The laws are designed to encourage this.
Face it, the borders are being opened to let more people in. These people are creating jobs today and saving the tax-payers the cost of sending these new-born Canadians to our weird expensive schools. They deliver them back to us when they are a litte more productive. What is there not to like??
Whoever these women are, they seem clever and dedicated to providing a better life for their kids in a better country.

What a bizarre article. The journal mentions only 1 country of origin. I find it very difficult to believe that only china-dolls are in this business. Why not mention more countries of origin??
