Rideau-Vanier Coun. Georges Bedard says property and business owners in the Byward Market have reported disturbances when people gather in large groups, especially after bars and restaurants close.
'LOUD, BOISTEROUS...'
"When it comes to someone creating a nuisance on the street, we don't have a mechanism to deal with that particular person," Bedard said Thursday.
The bylaw amendments propose that "no person shall engage in loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behaviour on a highway."
2 issues I see here;
1) This is already covered by the Criminal Code and it is odd that no one advised him of that.
