fighting, screaming, shouting, singing or using insulting or obscene language
being drunk impeding or molesting other persons

Rideau-Vanier Coun. Georges Bedard says property and business owners in the Byward Market have reported disturbances when people gather in large groups, especially after bars and restaurants close.

'LOUD, BOISTEROUS...'

"When it comes to someone creating a nuisance on the street, we don't have a mechanism to deal with that particular person," Bedard said Thursday.

The bylaw amendments propose that "no person shall engage in loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behaviour on a highway."

2 issues I see here;

1) This is already covered by the Criminal Code and it is odd that no one advised him of that.

2) This is already covered by the Criminal Code and none of you Know It Alls knew that. Shame on you.

the byward market area or the downtown in ottawa as they call it . isn't even that rough of an area so i honestly don't even think this by-law be needed and when people get that drunk at pubs or bars things are bound to get said . it just be a waste of our tax dollars to try and go after such people in the first place .
