It seemed to me rather, that he was making fun of Albertans that would be concerned about what people in Ontario would think.
Is that what you got from:

Oh, they'll titter and tut-tut in Toronto and we just won't be able to bear the shame. We'll be a laughing stock in the centre of the universe. Oh my.
Yes. Mostly because right before your quote he wrote this:

It's too American. It's scary redneck. It's just so in-your-face aggressive. And what will they think of us in Ontario?
So what? His comment about the centre of the universe sets the tone. In addition, his article simply attacks anybody who doesn't love the motto in no uncertain terms. He isn't getting his own way so everybody who doesn't agree with him is a

the limpbrains are coming out of the trendiest of cafes, bellyaching in the hot air of the blogosphere and even weaselling their gripes into the musings of an out-of-touch media mouthpiece or two.
In addition he still seems to think that what the ROC will think of them is the reason people are balking at the strong and free motto and of course insults Ontario.

Then there's the real gem. What will the rest of Canada feel about it? That's the crux.
Well, get ready now. I don't care. Does Ontario ever ask permission from Alberta before doing whatever it is they do?
Guess what? We don't care and since most of the Albertans whining about this keep telling everybody that they don't care what anybody thinks they are free to shut their pie holes and cast their vote (so to speak) for whatever motto they want with resorting to the standard con tactic of trowing complaints our way regardless of what happens.
The Albertan govt decides to update their license plates and puts forth a suggestion then goes about asking people their opinion. Albertans give it and the side that likes the new suggestion is bitching about the side that doesn't.
Albertas buisness. If they áctually didn't care what we thought we wouldn't read about them dragging us into their argument every second word. Notice how when Ontario, especially Toronto does something we don't throw in adhoc comments about Alberta.
Well Mr. Rick Bell, by having an article where you complain more about people being worried about what Toronto and the ROC think about you it seems that you are the most concerned. Get ever yourself and move out of the city you are apparently embaressed to live in.
